We've never really had the answer to this, unfortunately. It's heavily implied that the Blood Elves have been given the chance to redeem themselves for their use of demonic magic, and that the renewal of the Sunwell was meant to move them away from a darker path. Paladins don't need to steal the Light anymore, but there's also another caveat to Light worship as described below.

While this is still supposition, it seems as though the doing of good deeds is not required for Light use. Consider the Scarlet Crusaders, who murder indiscriminately for their church. They have the Holy Light just as much as other orders do. The one thing that all Paladins appear to have in common is belief. They believe they're doing the right or just thing (Even if that's not true to an "objective" moral standpoint), so the embodiment of justice comes to their call. Paladins who lose faith lose their faith-based abilities.

There are, however, contradictions to this. Uther, in Warcraft 3, had the power to sever someone from the Light if he saw them as disobedient. This could be construed as psychological, but it's considered by the narrative to be a truly magical power.

Obviously you can see that I think the Light is based on personal faith. Others will see it differently, and it's a difference that the lore is murky on. I can check the Alliance Player's Guide to see if they have a definitive notion of it, but game lore always seems to leave room for player interpretation.

I will pop in to briefly speak my piece:

Now that drinking Fel Blood seems to be all the rage currently the GM team has been working on a set of standards on its use. Currently we're still hashing our way through it, but currently the only rules really set in stone are:
  • Non Fel-Sworn are allowed to only consume enough Fel Blood to gain 'minor' effects.

    These include all effects listed as 'minor' in the original post.

    Minor Side-effects Wrote:-Red eyes: Eyes redden considerably.

    -Cracking skin: The skin begins to flake or crack, becoming unsightly and rather nasty. Better get moisturizer!

    -Light red skin: Skin begins to redden, starting from around the chest or abdominal area (Or the place of injection) and spreading to the rest of the body. This starts as a light shade of red, but darker than normal flesh tones.

    -Fingernail growth: Fingernails may begin to grow longer or curled, often becoming brittle.

    -Body temp.: Body temperature may rise to that of a moderate fever.

  • If you wish to claim roll bonuses from consuming Fel blood then you must ask your partner(s) if they consent to modest bonuses. Remember that consuming Fel blood, while strengthening you for an hour or so, is not your ticket to flying around chucking ungodly attacks and shrugging off head-wounds.

  • You must get GM permission before taking on any Fel mutations beyond minor.

We'll update anyone if anything further comes of these talks.

It is a harmonious relationship, no longer one of discord caused by the blood elves' attempts to bend the Light to their will, which will likely have a positive effect on blood elf society in the long run. Look forward to updates that reflect this change in the Silvermoon and Blood Knight quests.
