I'm a bit hesitant to call it a meeting place for Dragonsworn, since it'd be catering to a very small population of characters if limited to just them.

We wouldn't just limit it to them, of course. That'd be altogether too restrictive. But perhaps 'Rumor has it that the servants of Dragons frequent the area.' or somesuch. A place where they can be not-so-secret, and listen to the woes of the world in person. Great for both information-gathering, and rendering aid to those in need of their help.

And I'd say use it as both. Gives the option of more rp instead of it being just one place. Given that, it wouldn't be too good if there was a rumor of Dragonsworn hanging around in an area. Could get the lot of em who do travel there in trouble. (Though it having a secret entrance that only dragonsworn know about would be neat)

Used the second large room for a sorta spot for meditation/relaxation. The water troughs are the best things I could find for like a bathing type thing. None of the others fit the room well. :|

The other eight rooms are still vacant for the moment.

Just throw some moonwells in there and use those for baths. Night elves obviously don't mind, people used to bathe in the retail moonwells all day.
