Nnnnnnnnnnnope, character applications are elsewise known as "character profiles".
Just follow the template supplied in the "Character Profiles" forum, and post a profile as a new topic, with the name "(character name) + ([HUM], [DWF], etc, depending on race.)"
Like what's been said, character profile submissions are completely open. They've just been pending temporary closure for... a long time.
