I've noticed for a while now players can sometimes making a 'shout' that's put on top of the forums for everyone to read. How does one make one, can anyone put up one? I'd like to know this for the future reference when I may be needing to make one for an event I want to do with the Heretic Circus and all former members.

Check out the main menu. "Shoutbox."
