Well, Broken have Females. I remember reading about it in a Blizzard short story. Taunka have females, and I'm pretty sure Tuskarr do too.

Also, I agree about the Arakkoa.

Do you think it could be a feasible race to roleplay as, though?

There's the issue of which side they'd be aligned with, but they have a nice chuck of lore, a place as allies in Shattrath, and effectively their own racial mount with the Kaliri.

Part of me ponders on whether the appeal is simply in having a unique character, but they have a lot of potential as a distinctly Outland...ish? Ese? race, and distinctly arcane to the divine draenei and shamanistic orcs. There are draenei and orcs to represent the region, but the draenei's history and culture precedes their time in the Outlands, and the Orcs these days seem to have a found-a-new-culture thing going on for the most part.
A race doesn't have to be aligned with anything to be played. For example Tuskarr. They're not Alliance, they're not Horde. Does that mean that you can't play 'em ?

And on the point of leaving Outland/Northrend, any race can. Tuskarr have their turtles, Taunka are Horde-aligned, Broken are neutral, but have great similarities and there's a quite friendly neutral reputation between them and the draenei.

I should have specified that I meant when roleplaying in-game. Even if one was allowed a custom model of an Arokka, the actual character data would still reflect a typical character and their faction.
And would the staff feel so comfortable with giving a player an entirely neutral character, if it is even possible, mechanics-wise?
Well that would be a matter of trust. And that, itself, depends on the individual.
I, myself, would go to neutral places only with a neutral race. But that's just myself, and not everyone.
