So, I was trying to start a guild on one of my characters and found that, it wasn't working!
The guild charter the <Guild Masters> give me turn out to be Arena Team charters. Therefore, I cannot create any guilds!
Clearly, it's a subversive, insidious plot by the powers that be to push the underground fighting scene and make a ton of gold.

Did you try on different guild masters?

Yes, I helped check it by running around to other guild masters. All of them give Arena Team Rosters.
Even the OOCC one? Spiky created a guild just fine about a week ago.
All of them. On the Horde, atleast.
