That would be a bit of a problem. If you look back on the backlash from druids over the years (since, until Cataclsym, all of the trees spent time in one form or another), people like the ability to not only customize the appearance of their characters but also to see that their characters visibly change with the acquisition of new gear.

The Arakkoa have so much stuff that makes them a great potential race. Racial mounts, several members in playable classes (warriors, priests, warlocks, prolly hunters with their connections to the giant owls), aesthetics and architecture, armors, decent lore, existing faction relations and such. The non evil Arakkoa are Light users who have been enlightened by the Naaru.
Yeah, they'd need to come up with new models to show off wearable armor, but come on. They should revisit the Outlands and make an expansion with the Arakkoa for the alliance and the Ogres for the horde.

That being said, the ogres are a bit more tricky and would need a bit more pre-expansion lore, especially with the issue of their intelligence and their hating most other races. Perhaps something happens to have blue ogres be exiled, and they join the Horde out of desperation? That would open up spellcasting classes and balance out ogres' increcible physical strength with other playable races, as the blue ogres are apparently physically weaker. Also, it would give the horde blue people, and every faction needs more blue people.
Actually, there's already an Ogre Clan that's an official part of the Horde. So that would be a pretty straightforward option there, and then as far as Arakkoa go... The Alliance have been in contact with them on a friendly basis since the Invasion of Draenor. Along with that, them being in Shattrath and thus coming in close contact with the Draenei (As well as a large portion of the Arakkoa converting to the Light) they would be an obvious choice for the Alliance.

The only problem is mixing the two into an expansion idea and trying to make it actually work. :3
For the Horde? Ice Trolls, Forest Troll, Zandalar Trolls and Sand Trolls.

Oh, just throw some big bad monster at the Outlands and make them all come together to fight it. Stress makes everyone take sides in WoW.

But the Outlands totally need updating anyway, and with TBC content being pretty much the new basic package for WoW, wouldn't really hurt to spruce it up.
