All along the slums or hidden areas and paths of each great city, Shattrath and Dalaran included --even Horde cities--, there would be many-many posters, rugged and dirty, some unreadeble, but most of them would give a rather succint message:

Look for the number thirteen scribbled on a house in frequently visited goblin towns --like Booty Bay, Ratchet or Ratchet-on-the-Rocks-- and ask for a needle.
