Evil is just an illusion, a fabrication from differing points of view. Villains in literature and comics are more often than not just badly created characters with no logic to them, even if they claim to be crazy or what not.
If you want to make a character that comes off as evil? Make a truly passionate and not so patient character that could trample anyone for his or her love to friends/family and so on.
Pelinal, my witch huntin' dwarf is a good example of characters that come off as evil. He is easily callous, calculating, can play with others life for the safety of the Alliance and so on. Most people would consider him dark and evil despite his goals.
