I would advise that you try setting your upload speed to 1 and try randomizing your port in the utorrent prefrences. After randomizing the port give it some time to settle back into a steady speed as it will tank and then steady its self out. You want something between 30000 and 50000 but you can't really tell what is going to work with out trial and error.
