Alright, apparently it's supposed to work, but I've tried many times to change my hairstyle and it doesn't register. I have enough money, I've tried logging and clearing my cache. But nothing ever works.

I don't really know what to say. I did this once today and have seen other people complete it successfully earlier. Perhaps it's the city you tried to use the barbershop in?
