Going with people's suggestions about new races, I think a good idea may be just to take in either races that would fit fine with the alliance/horde (examples would be High Elves, Worgen for the alliance, Goblins for the horde).
Another would be to verify only races that have strong lore behind them, and enough of it to allow people to roleplay it successfully. I don't think Kobolds would work very well, because although you can roleplay one walking around a mine with a candle, there's little more you can do with it, and it certainly doesn't fit in with any RP inside of a city.
One thing I would suggest is to let players dictate lore a little. Before you retrieve your flamecannons, let me clarify. I mean the future, and with good reason. A peon doesn't get to come on and say "I JUST BLEW UP ORGRIMMAR, YOU CAN'T GO THERE ANYMORE". It would be more gradual, and with server support. The cons would obviously be people coming on and saying "I JUST BLEW UP ORGRIMMAR, YOU CAN'T GO THERE ANYMORE!"
