Just to let you all know, we are currently discussing player guards and how to handle them, as the current system leaves much to be desired. Bear with us!

I gata agree here...sortof. There are far more guard types than just the capitals. In fact, I always found the alliance's WSG red counterpart of the normal SW armor to be quite appealing. Anyway, with so many other towns, perhaps someone thought "Being a guard would be fun, but only for --- town..." I know personaly how much I have concidered towns other than the capitals to be interesting. One such is a second IF armor, the dwarf hunter armor. I always loved the large cloak quality to it, I always kinda wanted that for my survivor/hunter/archer type character.
Just sorta typing my mind here, the spelling is probably horrible but I can't help it...can't figure out how to turn on spelling check >.<
