Besides, Dwarven laws are simple yet practical to enforce.

There are far more guard types than just the capitals. In fact, I always found the alliance's WSG red counterpart of the normal SW armor to be quite appealing. I know personaly how much I have concidered towns other than the capitals to be interesting. One such is a second IF armor, the dwarf hunter armor. I always loved the large cloak quality to it, I always kinda wanted that for my survivor/hunter/archer type character.
