Conquest of the Horde

Why, you cheat, lie to and scam your rivals and/or accomplices.

I've always viewed this and Catacombs as places to plan to cheat/decieve/etc.

I've always thought places like those are more for the psycho-evil and not the deceiving-evil.

It's not really an evil city, it's more of a morally backward city, the evil-doers reign over and oppress the good doers in Asholme as good-doers would do to evil doers in Stormwind/Orgrimar/Good City.

Edit: I know my answer sounds completely derpy with the title of the thread and all but if you read the rules of the city itself it explicitly says that it's a neutral city that anyone can come to.
