Conclave of Silvermoon

Invitations find their way to the various Nobles of Silvermoon be it by a courier, general mail or one of the posters in the finer neighborhoods of Silvermoon and it's affiliated cities. The message is all the same, though the house it addresses is different. Each is hand-written and doesn't appear to be mass-produced in the slightest by any easy process. [There is a translation right after the letter if the font is an issue.]

To the higher class of Silvermoon,

For the longest of times, we have distanced ourselves from the less fortunate of Silvermoon, and even worse, from each other.
This is not a good thing, for during the last few years, I have seen an increased amount of arguments going on that should not
be happening. Not only is it tarnishing our image that we cannot seem to get along, it is hurting our image when we care more
about petty house wars than we do the well-being of our city. This is, to be quite frank, an outrage.

I hear-by invite every noble who sees this message to join several houses in a monthly meeting to discuss what we can do to help
our city and its people. No house will be excluded, no matter how big or small, but you must be able to show proof of your nobility
before you will be allowed within the meeting hall. The meetings will be private unless otherwise said and commoners will not be
allowed to listen in expect on designated days. More will be announced about that after this Conclave of Silvermoon has established itself.

This invitation also extends to our beloved Magisters, certain ranks of the Blood Knights and certain ranks of the Farstriders, though
do note it will focus primarily on the noble houses. It is time that we all stand united and on the same page, rather than second guessing
each other. Let us clear up misconceptions and build bridges between each other so that Silvermoon can further benefit from us.

I request that no armor or weapons be brought, unless you are somehow physically unable to part with them, as these are meetings
of peace. No house guards will be permitted, but servants and advisers are welcome provided they keep silent and keep the topics of
the meeting within the hall and not out of it. There will also be a required dress code for all those who attend. For the nobles and their
servants, dress in the colors of your house and wear a tabard if your house has one. For those of other rank, dress as you would if you
were attending a meeting of importance, in the colors of the city if possible. When a meeting is open to the public, commoners are not
required to dress fancy, as we know times are hard and buying nice clothing can cut into ones ability to feed their family.

What:
The Conclave of Silvermoon is a monthly meeting between the nobles of Silvermoon, the Magisters and certain ranks of the Blood Knights and Farstriders. The meetings will center around what the nobles can do for Silvermoon and its people as well as general topics on improving the lifestyle and reputation of its people. This will hopefully give a chance for those who went though the process of a special profile feel as though it paid of. The meetings will be headed by Reigen, but there will be guest speakers when others are able to think of a good few topics to lead a meeting though.

This is by no means centered on my character, she is a means to start and lead the discussion.

Most of the meetings will be private and out of view of the public, however every now and then a public meeting will be held. Sometimes the public may be able to speak to the Conclave and the others gathered in the room.

The type of topics covered will range from aiding the poor citizens of Silvermoon to how the city deals with those who denounce it's government in public. They will not, nor will they ever, take the law into their own hands and those who do will be ejected from the meetings. They can, however, slant the truth just ever so slightly. All for the best of Silvermoon, of course.

How:

The meeting order will go from one end of the table to the other, though the end it starts on is not always the same. Players will be given a one time chance to speak their thoughts on the matter and must be hold off emotes until the end of the line. Once the end has been reached, the host will state his/her own thoughts on the matter.

After that, everyone will be permitted to comment on what each other said. The host will make his/her closing statements at that time and everyone is free to remain to continue speaking or to go off and do something else.

Old topics will be revisited to see if new views have been reached over the course of time. Reigen will take notes on how they last responded and question them if their views change.

For the public meetings, those in the gallery must remain quiet otherwise they will be ejected from the event if they irritate the ones on the 'floor' enough. During the times that the Conclave will take questions, those who with to address the group will stand and will be called down one at a time in order to speak their concerns. When everyone is done, they are free to leave or may attempt to speak with any of the Conclave provided the member wants to answer questions or not.

Who:
Nobles and their advisor.
Farstriders of the rank Ranger Captain or higher.
Blood Knights of the Champion rank or above.
Any and all Magisters, but not magisters in training.

The profile for the above ranks must be fully approved before the character will be permitted into the meeting. If a profile is awaiting approval or only has initial approval, then the character will not be allowed at the current meeting. This can ICly be explained by a minor issue with the proof of rank brought forward. For the sake of sanity, any forged IDs will be automatically denied.

IC Rules:
Do not speak while another is speaking unless it had something to do to what is being said. Idel chatter is to be kept down until permitted.

Blatant disrespect will lead lead to the character being removed, by force if necessary, from the event and possible future events. Find a way to be subtle about it.

No guards are allowed, however advisers or servants may do so. They must agree to remain firmly quiet the whole event unless asked otherwise.

Outsiders are not allowed to attend and ease-droppers will be punished. The guards outside will remove and escort those not within the hall away for the duration of the meeting.

You must be able to prove that you are of permitted rank to be able to attend. [Aka, approved profile.]

Dress nicely, preferable in house colors. Wear the tabard of your house if there is one.

The other ranks that are allowed and must dress as they would in any sort of official meeting.

No armor or weapons allowed unless you are physically melded with your weapon in some way, shape or form.

OOC rules:
I will not allow OOC observation. Either you're there ICly or not at all.

Only currently approved characters, as they need special profiles, will be allowed to attend. If a character was not approved as an allowed rank or the profile is not currently accepted, then the character may not attend.

There is a dress code, please abide by it unless there is a good reason not to.

Repeated interruptions [OOC or IC] or disrespect of other houses will lead to the character and house being banned from future meetings, no matter how 'important' they are.

All meetings will be held in the Sunfury Spire throne room, which has been turned into a meeting room.

No one likely believes me, but most my current typos stem from the fact my F-L keys stop working at random points in time. :(
I'll do my best to show up on Leron, though I dunno about my work schedule. Just in case I'll find a backup person to take my place 'cause the Silverfangs would totally show.

If he is not one of the listed ranks, then no. I am, however, open to reasonings as to why a certain rank should be allowed. A PM would be preferred!
All it says "rank only" and "no commoners". I'd imagine Ary could be let in because he's a big high ranking church official, but up to you. He's technically part of a noble house (Sunsong), but it's a little defunct right now.
Is c0rzilla rolling a noble just for this? Yes, she is.

I'm personally unsure if a High Priest would in all honestly be considered important enough on the level of Magisters. I tried to pick ranks based on how close I thought they were to Magisters. What is meant by defunct? Is it no longer considered a recognized house?
