With the exception of a few, most Cothies are on Freedom now yeah. A few are on both there and Paragon (like Krilari).
How does Freedom compare to Paragon? Dislike Paragon being so progression motivated.
freedom is extremely promising so far, i absolutely recommend you try it out; much less progression oriented, very open in terms of what you can do, but with simple and effective controls to keep most silly stuff from happening
