I am only going to allow this if the "blue" to which you refer is the big, blue ocean. Otherwise I may become cranky, sir!

Hope everything gets rectified soon.

It doesn't turn on at all?

Try changing your Power Supply for the computer. It might of been blown out. Granted, when a power out happens, all sorts of components in a computer can get screwed up.

That's a very bad sign. That means your OS is messed up, and it wants you to re-install windows.

It's also possible that your Hard Drive itself is screwed up and that you will need to replace the hard drive and reinstall windows on a new one. As far as I know, your data on the current HDD is kaput. You do not need a new copy of windows for a new HDD of course, but you will need the key code for the old copy.

One way you can test which it is, is to download and burn an Ubuntu live cd. Ubuntu reads the windows file system, so if you run Ubuntu from disc without installing, you should be able to see if it's your hard drive being dead, or just a messed up windows. Also, you'll be able to get files off the drive while running Ubuntu if the drive works and you need to reinstall.

More then likely it is the hard drive because we had this problem before and we got a brand new hard drive for it and it happened again....smh
