Union of Cognition

The Union is foremost a group of likeminded beings that appreciate and understand
the value of knowledge. The goals of the Union are diverse but all members must
understand that knowledge within the Union is preserved, and shared.

All members of the Union can be identified either by the Union tabard, the Union ring,
or both.

~Goals of the Union~

Cognition is the scientific term for "the process of thought". Its usage varies in
different ways in accord with different disciplines: For example, in psychology and
cognitive science it refers to an information processing view of an individual's
psychological functions. Other interpretations of the meaning of cognition link it
to the development of concepts; individual minds, groups, organizations, and even
larger coalitions of entities, can be modelled as "societies" (Society of Mind), which
cooperate to form concepts.

The autonomous elements of each 'society' would have the opportunity to
demonstrate emergent behavior in the face of some crisis or opportunity.
Cognition can also be interpreted as "understanding and trying to make sense
of the world".

The Union is a society of like-minded people seeking improvement and knowledge
in the world. Understanding the foundations of how things work and recording it
for future generations. It stands to allow the citizens of Silvermoon to take part in
the development of Silvermoon. Allowing everyone to bring forth their ideas, feelings
and needs, all in ourpose of making the city a safer, better place for all to live in.

~Rules of the Union of Cognition~

The Union of Cognition stands to allow the citizens of Silvermoon to take part
in the development of Silvermoon. Allowing everyone to bring forth their ideas, feelings
and needs, all in ourpose of making the city a safer, better place for all to live in.

The structure of the Union is made so that whatever is the topic of discussion, other
than the Union itself, everyone takes part in the discussion as eguals and voting is
how the majority of tasks are resolved.

Matter of everyday life or dangerous situations where a Sin'Dorei has faced injustice
and requires help are topics wich are welcomed in the Union.

Respect within the Union is demanded by all sides, regardless of faction, opinions or
lack of common sense. Any disputes revolving around Union members that are not
in the Unions best interests will be dealt swiftly and severely, as to avoid any negative
reputation for the Union.

Regardless of status, wheter a person is enlisted within the guild as a permanent
member or is a representative of a different society, guild or faction, all are considered
equal members. There cannot be any arguing in public between members or any
signs of hostility. Manners and polite behaviour are required in public and dispute
must be put aside between the members of the Union when representing the Union.


Union structure

The Union leadership consists of a chairman and five appointed Vice Chairmen.
These figures watch over the Union and during meetings, make sure the Union
is not deprived of rights nor is it dealt unfairly. The responsibilities of each rank
and title are explained in these rules and are to be respected as they are stated.

~Chairman~
The chairman is the highest office of the Union. The chairman presides over
meetings of the assembled group and conducts its business in an orderly
fashion.

The Chairman cannot rule over representatives of other societies, guilds etc.
but the Chairman is the leader of meetings and acts accordingly in the best
interest of the Union and values its goals.

When the Union is not in session, the chairman's duties including acting as
its head, its representative to the outside world and its spokesperson.

~Vice Chairman~
A vice chairman is chosen to be subordinate to and to serve in the absence
of the chairman.

In the absence of the chairman and vice chairmen, the Councilmen elect a
chairman pro tem to fill the role for a single meeting. Anything decided in such
meetings, revolving around Union matters, where a chairman pro tem is the
leading element, will not be enforced until the Chairman or any of the
Vice Chairmen confirm it. Other matters however can be decided by the
Chairman Pro tem.

When the Union is not in session, the Vice Chairman's duties including acting
as its head, its representative to the outside world and its spokesperson.

~Councilman~
A Councilman is a member of the union. The foremost and largest element of
the union consists of Councilmen. During meetings of the Union, the Councilmen
act as representatives of their own group, guild, society or office. Councilmen form
the most important part of the UoC, without them the UoC serves no purpose.

A group of Councilmen can express unity by forming groups within the Union if
they have a foundation to wich they all agree. This is generally known as a
political party.

When the Union is not in session, the Councilman's duties including acting as
its representative to the outside world and its spokesperson.

~Spokesman~
A Spokesman is someone empowered by a councilman to act in their stead or
a representative of a chairman within the Union. A Spokesman can also act as
a trusted one for the Union, carrying out certain tasks given by one of the Vice
Chairmen or the Chairman.

When the Union is not in session, the Spokesman's duties including acting as
its representative to the outside world.

~Trusted One~
A Trusted One is someone who does not directly associate with the Union's
business but is, as the title says, a Trusted One. Set forth to accomplish tasks
and to ensure the security of the Union.

A Trusted One is not a representative of the Union and for that matter, he or
she cannot speak on behalf of the Union nor cannot he or she represent the
guild to the outside world. But this does not mean that a Trusted One cannot
influence the Union, he or she can recruit others to the cause in wich he or
she is assigned to.


~Initiating Petitions~

A Councilman or a political party can initiate a petition when the Union is in session.
The floor will be given in a orderly fashion by the leader of the meeting, this being
the Chairman, vice Chairman or Chairman Pro Tem, depending on the circumstances.

Topics for discussion can be anything of professional nature. Once topics have been
presented, they will be prioritised by vote. If needed, a workgroup can be assembled
by a call of volunteers, to work out a petition. Also, if agreed by all sides, a political
party can be given an exclusive right to certain petitions but these types of situation
will all be handeld individually.

It is also possible to prepare a petition before hand but certain conditions must be
met.

If a petiton has been prepared before hand, the political party or workgroup must
have all the documents ready. Once the floor is given to present the prepared or
finished work, the presenting party must hand out copies to all members of the
Union that are present. This workorder applies to all petitions when they are
considered ready for presentation.

Once a ready petition has been presented, it can be argued or challenged by anyone.
If no one argues or challenges the petition, it is considered a finished work. If the
petition is argued or challenged, its fate is decided by a vote. If majority rules the
petition unfinished, the petition will be handed over to those who initiated the
argument or challenge.

~Workgroups~
Political parties

A Workgourp is a special committee, consisting of experts, formed expressly for the
purpose of studying a particular problem. A workgourp can be assembled, appointed
with a leader to perform some sort of an audit to assess the current situation, then
draw up a list of all the current problems present and possible fixes. This taskforce
will then in turn make a petition to the Union, a complete work ready to be sent
forward to the leaders of Silvermoon, wich they will present to the Union once it is
ready. This petition, presented by the Workgroup, is handled in the Union and its
priority will be decided by a vote. Should majority agree, then the petition and all
paperwork attached to it, will be sent forward to the Silvermoon officials.

Hmm, Ormica would at least go to meetings, but the stupid quest keeps doing wierd stuffs to me :P Though I'm glad it's here :3

I asume any who do the quest get to come to the events, even without joining?

Like it is stated in the quest and in the rule book, any Sin'Dorei is welcome to participate unless(until, kjeh kjeh) told otherwise. And joining the guild IG is not mandatory, one can even be an active member of UoC without actually joining the guild.
