I couldn't stand the poor ambient lighting that made dress-up tough. :P

That being said, having players in-game, even if they are OoC is in my experience, always more conducive to RP. If GMI is a trap, then the WoW client itself is a quicksand-ice net trap X2 COMBO.
Yes, it can be frustrating if it seems like few people are playing in the pool, but the irritation is a bit misguided when you get mad at the people standing right beside the water in their bathing suits.

Just seeing people milling about piques the interests of others. With +20 people online, someone is more inclined to check out what's going down. If anything, I would encourage player idling and OoC, in GMI or elsewhere.
