I have a human who lives in Stormwind and a Dwarf who travels between Ironforge and Stormwind.. That's two basically tied down in Stormwind.

I have a single Stormwind-bound character, Tarson. However, I haven't played him in a while.

Yesterday, I've had amazing RP in Booty Bay, all you need is two persons RPing there and more will come as they see you on the player map. I've had a verbal fight with a Blood Elf, befriended an Orc, treated someone who fainted of seeing a Forsaken, and much more.

I must say that I do enjoy Booty Bay more than Stormwind, seeing also Hordes come down there. Yet we have agreed that we mustn't attack each other on independant ground.

Maybe if more Elves left Stormwind we'd have wilderness RP. Seeing more NE than Humans in a Human city is a bit... Unusual?
