Sorry I miss understood your last statement, which was a valid point. However, if a child is capable of magic, what stops him from working on his body? What prevents him from being a great swordsman?

Nothing I suppose. :)
Although I do believe that, and I'm just making a wild, crazy guess here, mana requires concentration and with it knowledge. But there are the so called Paladins, which are handy swordsmen who can cast spells. Their ability comes from the faith on the Light as well as from learning magic as scholars.

So I guess in that sense, It -is- possible to learn skills but, somehow, you'd be more responsive on becoming a Prestige class. Such as, for example, a mage who can fight with his fists and cast fire spells.
It just implies some sort of.. uh.. What's the word. Impureness?

Impure? Yeah sure, but I'm just saying that sort of thing does happen. The Med'an character I mentioned before is able to use all forms of magic, shadow, arcane, holy and nature.

I should say before I elaborate that I know you're only talking about one magic spell. But to become a mage in WoW takes years of training. While some have acquired magical abilities through other means, the general trend is to have studied for years at a magical academy. Magical affinity isn't as common among humans as it is in other races, so generally human children which show any sign of magical ability would be sent to an academy to study it. Think of it like musical prodigies in RL. If a kid is good at it from an early age, they're encouraged to train in it, to become better at it. While that's not always the case, it'd be seen as a waste of talent if the musical aspect of the child wasn't pursued into adolescence.

Returning to my earlier point about training, I can see it being feasible that your character might be able to use magic, but without a significant form of training, they'd be bad at it. For example, he may be able to summon a flame to light a cigarette, but a fireball would be well beyond their capabilities. As the character in question is a rogue, it would suggest that their primary method of fighting is melée combat. There'd be simply no need for them to learn magic if they're good in a close-quarters fight, other than for the purposes of just showing off.

And in reference to lore characters being able to use abilities from different classes, that's part of the reason they're lore characters in the first place. Most figures who feature these mixed abilities are the heroes of Azeroth, and rightly so. Their power is such that they can do this, and they become renowned and praised for their degree of capabilities. As for your character, he's a rogue. Just a rogue unless you want to pursue a prestige class.

The assassin prestige title actually has some abilities labeled as arcane spells. But, as Knock said, that's for a prestige, and prestige -are- the heroes of the world. Or villain/anti-hero depending on what prestige and character combination.
