Plans: Enchanted Thorium Breastplate

It's BoP, but I was wondering if these plans can be sold in Shatterspear? I don't even know if the quest for it works on the emulator. This is a breastplate I wanted, but I felt it'd be silly to token for it since the mats cost under 20g + whatever the price of the recipe will be.

When I originally was putting up the plans/recipes in Shatterspear, I remember skipping that plan intentionally. However, for the life of me I can't remember *why* I skipped it, so I'll have to look into it.
