Oh, they're plenty dark, it'd be full of freaks and there would be shadow magic and the like all over the place. They just don't explicitly have some nefarious agenda, just to profiteer and act as they want.

Of course, players could always make groups within the carnival if they'd like to base an evil guild there-- I'm all for sub-guilds, I just personally won't likely lead any big evil plans.

EDIT: ...Unless you were referring to plans of your own. In which, I would gladly welcome you in! :B
