Well, I don't want to make a decision when I don't recall how things went in the past.

I know that a lot of the time we don't hand things out, it's because if we want something publicly available we'll just put it on a vendor in GMI, kind of like with the current pose trinkets. That obviously wouldn't work as well here, but would still probably be far less annoying in the long run than adding actual spells to people. However, that would require Kretol to actually make the items.
