I know I said I would refrain from posting, but the last few raise some questions/thoughts from me.
I'll point out that fresh, inexperienced characters are in the minority, on that note. Though in the event one was to role one it actually wouldn't be necessary to use any system at all to improve them.
And in the end if we are to consider a trust fight I'm not sure what the purpose of a power tier would be at all. If we're to disregard roll combat then why do we need an OOC system to dictate a scale of power in the first place?
