Said book does not exist, because it simply isn't valid lore. I'm not sure where Rensin got it from (some fanfic or something?), but Gnomes did not 'evolve in such a way that they can't have sex'. Like Dwarves and Humans, they too are the result of the Curse of Flesh, which was supposed to make Azeroth easier to assimilate.

Nothing in lore has ever suggested that they grow their children in test-tubes.

For D20:
Alliance & Horde Compendium, Alliance Player's Guide, Lands of Conflict, Manual of Monsters, Horde Player's Guide, Manual of Monsters, Magic & Mayhem, Shadows & Light, Dark Factions, More Magic and Mayhem nor the core books make any mention of it.

For Novels:
Of Blood and Honor, Day of the Dragon, Lord of the Clans, Last Guardian, War of the Ancients trilogy, Cycle of Hatred, Rise of the Horde, Tides of Darkness, Beyond the Dark Portal, Night of the Dragon, Arthas nor Stormrage actually even include Gnomes, so this odd fact can't have come from those either.

This only leaves the comics. And I really doubt it is in any of those either, as there isn't a -single- mention of it anywhere on wowwiki. So I'm going to have to think that you read it in a fanfic somewhere and got your sources mixed up.

And while we're on that subject, Deathknights and Undead could have sex, they just can't actually reproduce.

Just think about it for a moment. I'm pretty sure all the zombies in the Thriller music video weren't humping each other's legs. Undead have zero sex drive. They also have no drive to eat, drink, or breath.
