My money's still on Darion. Even if Bolvar is a seemingly a likely candidate, he got killed by Putress' blight and burnt to ashes by the Red Dragonflight without Frostmourne taking his soul or anything, so I don't think they could work that out. Correct me if I'm wrong.
However, I think it would be EXTREMELY cool if the Scourge dissolved into Forsaken-esque splinter factions led by the Lich King's renegade commanders and liches. It'd be awkward and pointless to implement and probably impossible, but it'd be awesome!

After much thought I realised that the person who would best fit the role of Lichking is Sheogorath. Free cheese for everyone!

[sarcasm]I think the next Lich King will be a random gnome.. since they're the coolest looking death knight's EVAR! HUR HUR! [/end]
But in all seriousness: it'll most likely be Bolvar. OR! Since Cataclysm has The Lich King running around still, maybe a new character will be thrown to the table.

Actually, Bolvar is still alive. He was captured by the Scourge and is now a prisoner of the Lich King who is trying to corrupt him. Bolvar is still resisting the corruption the last I heard.

In all seriousness now, Thrall. By Cataclysm I hear hes the new Guardian of Tirisfal, he has the right personality of not willingly going to war, and the Scourge would probably all be sent after Deathwing by him, which would make him weakened and a feasible target for attacks, since we all know that lore-wise he would be impossible to kill....ever. Who can take on something so powerful that when he gets out of bed he sunders the world, eh?
But back onto the topic of the Lich King, who is weaker against natural "magic" [For the sake of arguament, I am aware of nature being a seperate...thing] and the Light. Thrall, being a Shaman, covers one of these points, making him a candidate. And no, he is not biased incredibly towards the Horde, he hasn't authorised an all-out war during his time as Warchief, which is ironic, to say the least. Of course, there are other candidates, but in my opinion a Death Knight would NEVER be a feasible Lich King, because they do not have true emotion, which some would say was a bonus, not allowing them to make proper judgements on matters. Also, Death Knights are corrupted by Arthas, and many of their minds are...weakened, to say the least. The current Knights of the Ebon Blade leader pledged the lives of every freed Death Knight to his cause, without stopping to think that some of them might not want to fight anymore, despite the Hunger, and this continues on and on.
So, candidates in my opinion: Shaman, Paladin, Druid, Priest. My personal opinion would be Thrall.

I would go for Jaina Proudmoore as well!!
She's very strong willed - she WAS a friend of Arthas so she could counter HIS will, and she is very fair to all races. She's also very powerful in magic and such so I don't think she would have any problem controlling his essence from the armor.

I doubt anybody could possibly be considered safe at all from the corruption, as we have seen before.
Then again, it really depends on the moral code and beliefs of the person who becomes the next Lich King as to whether the corruption will take them quickly, slowly or at all.
Edit: Oh yeah, the quote. Arthas was a Paladin and he was corrupted pretty easily due to his complete focus on trying to actually defend his people.
Then again, maybe it's all a big ruse and he willingly did all this to sit in Northrend and do nothing and he's actually one of the biggest heroes in the world for not crushing everyone.

Nope. Me'dan is the new Guardian of Tirisfal. Blizz's newest Mary Sue baby.

/mental breakdown. WHAT!!!
Tbqh, THRALL MAKES SENSE TO ME!
oh well, Thrall ftw, and he REALLY should be the next Lich King, since I can imagine him in the outfit. But with a pretty hammer or two, instead of Frostmourn.
Wait...so what does Thrall DO in Cata? Other than get saved by newb Goblins countless times?

See Kerrigan.
I think we can rule Sylvanas out because it would be just as bad if she became the Lich Queen, in fact possibly worse. Blizz would need to make another expansion pack entirely or raid preventing HER from taking over the world. :P
But, you're probably right in that she'll definitely try it.
