Going with people's suggestions about new races, I think a good idea may be just to take in either races that would fit fine with the alliance/horde (examples would be High Elves, Worgen for the alliance, Goblins for the horde).

Another would be to verify only races that have strong lore behind them, and enough of it to allow people to roleplay it successfully. I don't think Kobolds would work very well, because although you can roleplay one walking around a mine with a candle, there's little more you can do with it, and it certainly doesn't fit in with any RP inside of a city.

One thing I would suggest is to let players dictate lore a little. Before you retrieve your flamecannons, let me clarify. I mean the future, and with good reason. A peon doesn't get to come on and say "I JUST BLEW UP ORGRIMMAR, YOU CAN'T GO THERE ANYMORE". It would be more gradual, and with server support. The cons would obviously be people coming on and saying "I JUST BLEW UP ORGRIMMAR, YOU CAN'T GO THERE ANYMORE!"

Need? Probably not.
Also, from what I've read nobody is saying that custom races are needed to make things interesting. There just happen to be people who like a certain races' style and flavour, and wished they could play them. If you're not one of those people, then you're lucky that the things you want to play happen to be standard issue, but that doesn't mean everyone is just as enthousiastic about them too :p

I can't offer much views from in-game on this, but from the view point of someone who looks over all the rules for the first time, the race restriction does indeed seem a bit harsh.
With the idea I have for a character, she'll be slightly out of place(although not so much that she even needs a custom model, the basic races cover it, really), and even though it's within the "acceptable" range, according to some rules, I'm still left to wonder if it'll stand a change to be accepted, or just be denied as soon as the first hints of non-standard racial traits appear.

So, my completly disregardable view on this is: loossen up racial restrictions slightly.

Pro:
-People get to play what they really want to play, to a certain extent. It's a good way to loossen up restrictions without changing the "balance of power", since most races in Warcraft are similar in ability and strength.
-More variety. This stays true even if there's already a large number of possible RP combinations out there.

Con:
-If we want it to work well visually, it'll take some work.
-Some people might not see the line as clearly anymore, and try making dragon characters and such. Shouldn't be that big of a problem though.

Anyway, please do ignore me completly :p I don't really feel like I have any right to join the discussion, but I've never been good at keeping my opinion for myself ^^
